Led initiatives to expand
contract R&D activities supporting Government and commercial programs. Coordinated and led activities involving
nearly all BSS business units. Managed new business investment funds. Led
MILSATCOM Technology, Global Broadcast Service and Wideband Gapfiller Satellite
Program campaign teams. Led contract efforts for a variety of government
customers. Directly supervised teams of
as many as 10-15 professional engineers/project managers, with larger numbers
of supporting personnel. Deputy Program Manager, Wideband Gapfiller Satellite
Program, worth $1.3 billion and employing almost 500 people, as well as
numerous teammates and subcontractors.

Turned around Advanced Research Projects
Agency phased array project and received, for Hughes, Director’s award for
Significant Technical Achievement.
Publicly praised by Government project manager for Hughes cooperation
and support of Government objectives.

Created, organized and staffed Systems
and Technology Activity. Personally led winning efforts for three major
technology contracts for Advanced EHF satellites.

Major contributor to space-based early
warning system project, focusing on teaming strategy and negotiations for
work-share definition, as well as work breakdown structure.

Adapted Hughes Electronics Direct
Broadcast concepts and systems to Government needs. Supported DOD tests and exercises to
demonstrate military utility of direct broadcast, and won contracts to support
and equip US Government Test Bed and Operation Joint Endeavor in Bosnia. Led technical and business efforts to
develop broadcast payload for Navy satellites.
Directed Hughes studies that demonstrated military utility. Chaired 1996 Military Satellite Communications
Conference session on Global Broadcast.
Authored technical papers on military utility and business strategies.
Recognized by Raytheon as key contributor to wining ground segment contract.

Led winning campaign for Wideband
Gapfiller Satellite Program combining X-band, broadcast and two-way Ka-Band
voice, video and data services. Developed strategy, teaming relationships, risk
management and foreign technology transfer plans, and design concepts.
Established BSS as the customer’s preferred provider and influenced content of
solicitation. Three satellites currently
on contract.

As WGS Deputy Program Manager, was
instrumental in guiding program through Preliminary Design Review and Critical
Design Review in 2002. Focused on
Integrated Product Team responsibilities, subcontract management, risk
management, customer relations, management information systems, and phased
array electronic subsystems, as well as developing enhancements for further
development and growth of the program.

Vice
President, Advanced Systems and Technology
Led 30 new-business professionals to expand annual sales beyond $110 million. Formulated strategic, bid and technology plans. Managed $5 million new business and R&D budget. Directed proposal efforts, programs for satellite development and studies and for space system concept development with values to hundreds of millions of dollars. Pioneered new initiatives in small satellites. Managed 100 system engineering professionals and support personnel in contract, proposal and IR&D activities for spacecraft, payload/instrument and energy systems. Led and participated in Red Team reviews of proposals. Member of Total Quality Management Executive Committee. Member of Executive Council to review and decide on bid and research plans and projects.

technology and system development efforts of contractors and government
agencies responsible for new initiatives of high national priority. System engineer for two satellite programs. Developed new organizations and processes for

Lt. Colonel.
